of Colonies should communicate with Officers of Her Majesty's Navy, and the mode of conveying Notices of different kinds to Commanders in Foreign Roads and Colonial Waters; I have to instruct you that in your communications with the Officers of Foreign Countries you will so far as practicable follow the instructions contained in the Circular Despatch of July 1856; and that, when it is necessary to communicate directly with the Commanders of Foreign Vessels (that is, in case of special circumstances demanding a departure from the usual practice), or to communicate directly with officers of Her Majesty's Ships of War you will follow the instructions conveyed in the Circular Despatch of the 20th of March 1863 which does not appear to cause any inconvenience in other Colonies.
